JOB OPPORTUNITY: PUBLIC RELATIONS ASSISTANT

JOB DESCRIPTION:  Under  general  supervision,  assist  in  coordination  of  the  Company’s public Relations activities including print  and  broadcast  advertising,  publication  production,  and  special  events  promotions;  assist  in  establishing  and  maintaining a consistent image for the organization; assist in achieving marketing objectives; and perform  related work as required.  
SCOPE:

The  Public  Relations  Assistant  provides  assistance  to  the  Public  Relations  Manager  in  support  of  promotional  activities;  and  coordinates  functions  of  Public  Relations  Office in the absence of the Manager. 

KEY DUTIES AND RESPONSIBILITIES:

Examples of key duties are interpreted as being descriptive and not restrictive in nature.

1. Assists Public Relations Manager in planning, coordinating and executing public relations activities and events 

2.  Assists  Public  Relations  Manager  and  other  staff  in  coordinating  print,  broadcast  and  new  media  advertising  campaigns. 

3.  Assists with production, delivery, distribution and payment of publications such as catalogs, printed programs and brochures.

4.  Assists with writing and distributing news releases announcing important information and events; updates and maintains online calendar of events. 

5. Coordinates media buys and reserves advertising space with appropriate media outlets; creates and maintains integrated campaign spec sheets and determines production deadlines. 

6.  Proofs print and broadcast copy for grammatical and typographical errors.  7. Arranges for timely purchase, acquisition, and solicit bids from vendors. 

8. Marketing company’s products   8. Purchases supplies and maintains inventory; coordinates use of departmental display materials. 

11. Monitors and reconciles advertising and supply budgets; maintains database and provides budget reports to Public Relations Manager as requested.

12. Trains and directs the work of student assistants.  

EMPLOYMENT STANDARDS ABILITY TO:

• Assist in developing, implementing and evaluating public relations and marketing goals;  

• Work under pressure to meet deadlines;  

• Establish priorities; organize and handle a variety of projects simultaneously; 

• Coordinate production and printing of publications and promotional materials in an effective and appropriate manner;  

• Edit and proof written copy for publications, broadcast and other media outlets;

 • Operate and use photographic equipment 

• Communicate effectively in English; 

• Train and direct the work of student assistants; 

• Maintain  cooperative  working  relationships;  demonstrate sensitivity  to,  and  respect  for  a  diverse  population.  

KNOWLEDGE OF:

• Principles of public communications, information and relations; 

• Principles and techniques of printing and digital photography; 

• Proper trade practices, procedures, terminology, and techniques required for various graphic effects; 

• Correct English usage, spelling, punctuation and vocabulary; operation of personal 

• Computer software such as Microsoft Office, InDesign, Word, Excel; budget and revenue control.  

MINIMUM QUALIFICATIONS:

Education:

An associate’s degree, Preference will be given to candidates  with  a  specific  degree/diploma/certificate  in  public  relations,  marketing,  journalism,  business  administration,  sociology or related Field.  

Experience:

Bodi ya ya Mikopo ya Elimu ya Juu (HESLB) leo imetoa jumla ya majina 27,844 kwa wanafunzi wa vyuo mbalimbali vya elimu juu hapa nchini kwa mwaka wa masomo 2012/2013 kupitia tovuti yake www.heslb.go.tz.
 
Taarifa hiyo iliyotolewa na Mkurugenzi Mkuu wa Bodi ya Mikopo ya Elimu ya Juu ilisema kwamba bodi ya Mikopo ya Elimu ya Juu imetoa awamu ya kwanza ya majina ya wanafunzi waliofanikiwa kupata mkopo kwa mwaka wa masomo 2012/2013 ambao waliomba na kuwa na sifa za kupata mkopo.

Main Commitment
Your duties and responsibilities would mainly be to serve the community, organization or institution where you will be deployed. This will be in relation with your field of study or past experience. At present the main areas of focus for AU-YVC are: Education; Health and HIV/ AIDS; Peace and Security; Information and Communications Technology; Business and Youth Entrepreneurship; Agriculture and Environment.
 
During your deployment your overall objective shall remain to bring a lasting and sustainable impact and benefits to your host community/ organization and promote the spirit of volunteerism and values of service.
 
This would require you to demonstrate leadership, discipline and dedication throughout your service and especially during challenging and difficult times.
 
Timeframe
Your deployment will be a minimum of 12 months and however shall not exceed 24 months.
 
Living Condition
Your living condition may vary extremely between rural and urban communities. Availability of running water, internet and electricity in your house or even a small rural hut . However AU-YVC ensures minimal standards for modest living conditions enabling a healthy lifestyle with access to clean water, sanitation and health care.
 
Living Expense
AU-YVC would provide you with a living allowance that would enable you cover all your expenses during your deployment and provide you with a medical insurance and a plane ticket to country of deployment and back home. The monthly allowance could vary greatly from country to country and within a given country itself. The guiding principle remains however, whereas volunteers are not expected to make any financial gains, they shall at the same time not incur any financial losses.

Who Can Apply

In order to be considered for this program, you must fulfill all of the following requirements:
  • You must be an African Citizen or you are of African Decent (African Diaspora with non African Citizenship)
  • You are age 18 - 34
  • You have at least a post secondary certified training and qualifications (Bachelor equivalent) with above average performance
  • Available to dedicate minimum of 12 (twelve) months to 24 (twenty-four) months for volunteer work
  • Good knowledge of at least one official AU languages (Arabic, English, French, Portuguese) and willing to learn others
  • Verifiable minimum of one year of volunteer and one year of work experience
  • You have an up to date and chronologically complete Curriculum Vitae (please click on Sample CV for reference)
In Addition
You should be both mentally and physically in a condition that allows you to travel, live and serve in a new environment. Also, take into consideration that there may not be health services available in the area where you will be deployed like those you are used to in your home country, especially if you have special medical conditions.

You will also be required to acquire all the necessary travel documents and vaccination cards.

After Application

Short listing: Once an application is received it would be accessed against our Evaluation Matrix based on the following criteria:
  1. Type of qualification acquired and grades received (Bachelors-, Masters Degree, PHD);
  2. Number and Type of languages spoken (with primary focus on Arabic, English, French, Portuguese Swahili and possible combinations);
  3. Type of volunteer and work experience: more weight would be given to community outreach and working with others in teams;
  4. Comparative Advantage I: Why does one want to become an AU-YV
  5. Comparative Advantage II: What makes an applicant a good candidate for placement? 
  6. Comparative Advantage III: Previous Volunteer Experience (its significance to the vacancy)
Each application is scored based on the requirements of the vacancy. This means the same application may score different for different vacancies.
 
Final Selection: After receiving the evaluation matrix and the CVs of applicants, requesting organizations are given time to select their preferred candidate.
 
Selected candidates are now cleared for training. The following steps follow:
 
1) Successful AU-YVC applicants would:
  • receive an official letter of acceptance and invitation for training
  • receive request to start the process of acquiring a passport, medical clearance (Fitness to work Certificate), security clearance (from local police)
  • asked to send authenticated copies of their academic credentials or other documents
2) Other Decisions
  • Applications who did not fulfill all requirements would be eliminated. Applicants would be notified about this development, and could apply one second time.
  • Applicants for whom there was no vacancy found and who fulfill all requirements would be kept on the database for future consideration
  • Vacancies for which there was no candidate who fulfills all requirements remains vacant
Duration: it takes on average 12 month from the date of application until final deployment to go through all stages. Applicants are therefore not advised to commit early on and resign from jobs or defer their education and other engagements.
 
Keeping up to date: Applicants are advised to log in time to time and update their information, should anything change in their application. In this event it is also important to notify the AU-YVC Unit

KUTOKA WIZARA YA ELIMU: WARAKA WA ELIMU NA.5 WA MWAKA 2012 KUHUSU MAREKEBISHO YA MIHULA YA SHULE ZA SEKONDARI NA VYUO VYA UALIMU


Tangu mwaka 2005 kumekuwepo na tatizo la kutofautiana kwa Mihula ya wanafunzi wa Kidato cha Kwanza mpaka cha Nne, Kidato cha Tano na Sita na Vyuo vya Ualimu. Aidha, kipindi cha kufanya mitihani ya Taifa katika kidato cha Nne na Sita hutofautina. Vilevile, usahihishaji wa mitihani ya ngazi hizo za elimu umekuwa ukifanyika wakati baadhi ya makundi ya wanafunzi wakiendelea na masomo Shuleni/Vyuoni.

Usahihishaji wa mitihani wakati baadhi ya makundi ya wanafunzi wakiendelea na masomo umekuwa ukiathiri maendeleo ya wanafunzi kimasomo. Wasahihishaji wa mitihani hiyo wamekuwa na muda mrefu wa kufanya kazi hiyo na kukosa muda wa kupumzika na kujikuta wanafanya kazi hiyo kwa mfululizo mwaka mzima. Hali hiyo imesababisha baadhi ya walimu kushindwa kufanya kazi za kitaaluma ipasavyo.

Ili kurekebisha hali hiyo Wizara ya Elimu na Mafunzo ya Ufundi imeamua kurekebisha Mihula ya shule; ili wanafunzi wa ngazi zote katika shule za Msingi, Sekondari na Vyuo vya Ualimu wawe na vipindi vya likizo vinavyofanana.

Aidha, urekebishaji wa Mihula utaendana sambamba na marekebisho ya vipindi vya mitihani ya Taifa katika ngazi hizo kama ifuatavyo:

Wanafunzi wa vyuo vya elimu ya juu nchini, wako hatarini kuchelewa kupata fedha za mikopo kutoka Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB) kutokana na mchakato wa kutoa mikopo hiyo kuchelewa kuanza.

Hali hiyo inatokana na vyuo hivyo kuanza kufunguliwa mwishoni mwa mwezi huu na mwanzoni mwa mwezi ujao.  Uchunguzi uliofanywa na NIPASHE umebaini kuwa wanafunzi katika vyuo hivyo walioomba mikopo toka HESLB, bado hawajaanza kupata hatua ambayo imeanza kuwapa shaka kama wataripoti vyuoni kwa wakati kutokana na kutegemea fedha za mikopo kwa ajili ya ada ya masomo na mahitaji mengine.

Kutokana na ucheleweshaji wa mikopo hiyo, gazeti hili lilishudia wanafunzi kadhaa ambao wamedahiliwa kujiunga vyuo vya elimu ya juu mwaka huu, wakimiminika katika ofisi za HESLB makao makuu jijini Dar es Salaam kuulizia hatma ya mikopo waliyoomba.

“Unavyoniona hapa ni wiki ya tatu nimekuwa nikija hapa ofisi za Bodi ya Mikopo kuulizia kama mikopo imeanza kutolewa, lakini tunaelezwa tuendelee kusubiri wakati vyuo vimekaribia kufunguliwa,” alisema mwanafunzi mmoja aliyetoka Chuo Kikuu cha Mzumbe mkoani Morogoro.

Hata hivyo, Afisa mmoja wa HESLB, aliyejitambulisha kwa jina moja la Venelanda, alisema mchakato wa kuandaa mikopo ya wanafunzi bado unaendelea na kwamba zoezi hilo linachukua muda kidogo kutokana na mikopo hadi kukamilika kwake hupitia maeneo mengi.

Venelanda ambaye hata hivyo, hakutoa jibu la moja kwa moja kama mikopo kwa wanafunzi hao itaanza kutolewa lini, alisema HESLB itahakikisha mikopo hiyo inatolewa kwa wanafunzi hao kabla ya kufunguliwa vyuo hivyo.

Mkuu wa Idara ya Habari Wizara ya Fedha, Ingiahedi Mduma, alipoulizwa na gazeti hili kama fedha za mikopo kwa wanafunzi wa  elimu ya juu zimeshapelekwa HESLB, alisema suala hilo waulizwe Wizara ya Elimu na Mafunzo ya Ufundi.

“Bajeti ikishapitishwa bungeni, kinachobakia ni kwa wizara husika kushughulikia mipango yake, hivyo hata suala la fedha za mikopo ya wanafunzi wa vyuo vikuu  wenye majibu ni Wizara ya Elimu na Mafunzo ya Ufundi,” alisema Mduma.

Naibu Waziri wa Elimu na Mafunzo ya Ufundi, Phillipo Mulugo, alipoulizwa na NIPASHE, alisema kimsingi mikopo bado haijaanza kutolewa kwa wanafunzi wa vyuo vya elimu ya juu na kufafanua kuwa kuanzia wiki hii wizara yake itaangalia uwezekano wa kushughulikia suala hilo ili wahusika wapewe mikopo hiyo.

Rais wa Serikali ya Wanafunzi wa Chuo Kikuu cha Dar es Salaam (Daruso), Bhokombe Itembe, alisema wanafunzi wa mwaka wa kwanza wanatarajia kuripoti chuoni hapo Oktoba Mosi, mwaka huu.

Alisema wiki iliyopita uongozi wa chuo na Daruso, walitaka kupanga vyumba katika hosteli kwa ajili ya wanafunzi, lakini zoezi hilo lilishindikana kwa sababu bado haijafahamika idadi ya wanafunzi wa mwaka wa kwanza watakaoripoti chuoni hapo.

Itembe alisema tatizo la kuchelewa kwa mikopo linatokana na sababu kadhaa, ikiwemo kutokuwepo kwa ushirikiano kati ya HESLB na Tume ya Vyuo Vikuu Tanzania (TCU). “Mwanafunzi anapodahiliwa bila TCU kumuamulia ataenda chuo gani, huwezi kwenda na wakati huo huo bila HESLB kukupatia mkopo, vile vile huwezi kwenda chuoni,” alisema Itembe.

Rais wa Chuo Kikuu cha Usimamizi wa Fedha IFM, Michael Chazy, alisema chuo hicho kitafunguliwa Oktoba 8, mwaka huu na kwamba hadi sasa bado wanafunzi wanaoendelea na wale wa mwaka wa kwanza hawajaanza kupatiwa mikopo.

Naye Rais wa Chuo Kikuu cha Dodoma (Udom), Paul Yunge, alisema suala la mikopo katika chuo lina utata hasa kwa wanafunzi wanaoanza mwaka wa kwanza ambapo baadhi yao wamejaza fomu vibaya na hivyo taasisi husika zinashughulikia tatizo hilo.

Rais wa Chuo Kikuu cha Mzumbe, Amos Chakushemeire, alisema utoaji wa mikopo hauridhishi kabisa katika chuo hicho ambapo wanafunzi walioanza muhula Julai, mwaka huu, wamelipwa robo ya mkopo wakati kiasi kingine cha mkopo hawajalipwa hadi sasa, hali ambayo imesababisha ukata mkubwa kwa wanafunzi.

“Chuo chetu ni tofauti na vingine, kina mihula mitatu, wanafunzi walioanza muhula wa Julai hawajalipwa sehemu nyingine,. Hivi karibuni uongozi wa chuo ulilazimika kuwakopesha Sh. 50,000 wanachuo hao ili kuwatuliza wasigome,” alisema Chakushemeire.

Rais wa Chuo cha Ustawi wa Jamii, Frank Nkinda, alisema mikopo ni changamoto kubwa katika chuo hicho ambapo wanafunzi wa mwaka wa kwanza hawajapata mikopo hadi sasa. Alisema kutokana na hali hiyo, hivi karibu Mwenyekiti wa HESLB alifika chuoni hapo kuzungumza na uongozi, serikali ya wanafunzi na wanachuo ambapo alitoa ahadi kutoa mikopo kwa wanafunzi wa mwaka wa kwanza katika mwaka huu wa 2012/2013.

Mwaka jana serikali kupitia Wizara ya Elimu na Mafunzo ya Ufundi ilitangaza utaratibu mpya wa utoaji wa mikopo ambapo badala ya fedha hizo kutolewa kwa waombaji na HESLB, sasa fedha hizo zinapelekwa vyuoni ambako menejimenti za vyuo zinawajibika kuzisimamia na kuwapa waombaji. Hatua hiyo ilifikiwa ili kurahisisha mchakato wa kuwapatia fedha waombaji na pia kuepusha usumbufu kwa HESLB kutokana na wanafunzi kutoka vyuoni kuvamia ofisi hizo kwa lengo la kushinikiza wapewe fedha.

Taarifa iliyotolewa na HESLB na TCU Agosti 10 na 12, mwaka huu ilieleza kuwa zaidi ya wanafunzi 3,074 walioomba mikopo ya elimu ya juu kwa mwaka 2012/13, wameenguliwa katika maombi yao kutokana na dosari mbalimbali. Taarifa hiyo ilieleza kuwa HESLB pekee iliorodhesha zaidi ya wanafunzi 2,649 ambao ilibaini kuwa na mapungufu kadhaa katika maombi yao ya kupewa mikopo.

Miongoni mwa makosa ama dosari ambazo HESLB ilizibaini kwa walioenguliwa ni pamoja na kukosekana kwa vyeti vya kuzaliwa kwa muombaji, sahihi ya mdhamini/muombaji, kukosekana kwa picha ndogo ya muombaji/mdhamini, kukosekana kwa sahihi za viongozi wa serikali za mitaa/vijiji kwa waombaji na nyaraka nyingine muhimu kwa waombaji.

Kwa upande wake TCU, iliwaengua jumla ya waombaji 425 kwa dosari na makosa mbalimbali. Miongoni mwa dosari ambazo zilitajwa na TCU ni pamoja na baadhi yao kukosea namba za vyeti vya masomo kwa vidato vya nne na tano, miaka ya kumaliza masomo, mawasiliano sahihi kwa muombaji pamoja na uchaguzi wa masomo.

Hata hivyo, taasisi hizo mbili zimetoa muda kwa walioenguliwa sasa kutokana na dosari hizo kurekebisha na kutuma tena maombi yao kupitia mitandao kwa mujibu wa maelekezo waliyotoa. Kwa mwaka huu wa fedha 2012/13, serikali imeiongezea fedha HESLB kwa kuitengea Sh. bilioni 326 kwa wanafunzi 98,772.

Mwaka jana, serikali iliitengea HESLB Sh. 91,722,783,264  kwa ajili ya mikopo ya wanafunzi wa elimu ya juu. Ucheleweshaji wa fedha za mikopo kwa wanafunzi wa elimu ya juu umekuwa ukisababisha wafanye migomo, vurugu na maandamano mara kwa mara kushinikiza walipwe.

Essay Competition!!!!
Essay Guidelines
Who can participate:
Students and young professionals aged 18-30. Past CIPE Youth Essay Contest Winners are not eligible to participate.
Length and language 
 1,500-2,500 words. All essays must be in English.
Submission Format
All essays must be submitted through our online form and must include the writer's name in the file name and inside the document.
For example, if your name is John J. Smith, the document should be named "SMITH-JOHN.doc".
The essay you submit must focus on the role of youth and, where applicable, include examples from your personal experience relating to the topic. Essays that only talk about challenges to entrepreneurship in general terms, or limit proposed solutions only to what governments should do, will not be successful.
Winners: 
For each category, CIPE will publish the winning first, second, and third place essays. Winning authors will receive a $500 honorarium.
One grand prize winner will be invited on an all-expense-paid trip to attend CIPE's upcoming Democracy that Delivers for Entrepreneurs conference in the United States, which is planned for April 2013.
